Because many small towns like Escanaba don't always have those resources available to host certain types of large events they can hedge many smaller events to create even more economic benefit (While improving capacity). I would suggest using many small and augment larger regional draw events to build capacity and maximize local benefits. A study entitled 'Economic Impact of Small Scale Event to the Local Economy: Case of Canfield Fair Economic Impact of Small Scale Event to the Local Economy: Case of Canfield Fair' discusses some of the return on events and activities (In this case it was 2016 study of a fair but one should consider that other events are likely to have smaller type impacts that add up. Keeping events going throughout the year are likely to draw interest and keep people focused on spending money and time within the local economies. Some events will draw more and some wont. There may also be some that are designed for local retention and satisfaction.)
